Today I was thinking about the cores seen in Portal 1, and i remembered that GLaDOS said in P2 that Wheatley was attached to her to reduce her intelligence, but in Portal 1 he isn't seen. I think I might found an explanation to this!

Before the neurotoxin attack, the scientists were still working on the cores for GLaDOS, and they created Wheatley, aka the Intelligence Dampening Sphere. But they found out it didn't work, so this is what they did. They REPLACED Wheatley with the Morality Core, and just locked Wheatley in a core storage, and he was turned on when Chell killed GLaDOS.

I'd like to remark that Wheatley is NOT the Cake Core and the Space Core is NOT the Curiosity Core.

We know its nothing to do with Caroline, in the portal 2 coop mode in an alternative reality Cave himself is put into glados and also kills everyone... infact he was so bad that a Cave Johnson in another reality cancelled the glados program and a direct result of meeting himself as glados.

Wheatly also becomes homicidal after being put in charge, and yea he didn't kill anyone he certainly tried.

There must be another reason, and its probably why the morality core failed.
